Site Creation Procedures

When an Information Provider applies for have a site on the CCN there is a more or less standard process that should be followed.

  1. Usually the first step of the process is that a representative of the IP makes an on-line application to the CCN. This generates an entry in the IP Database and sends the IP Response Letter to the person making the application. A notification of this application is sent to CCN-IP.

  2. The IP representative then has to download the IP Agreement from the CCN, have it completed and signed by the appropriate authorities and then send it to the CCN office.

  3. When the IP Agreement arrives in the office, the Office Manager files it and notes its receipt in the IP Database.

  4. If the person or persons making the application (or others) are not already trained CCN IP Editors, normally the next step in the process is that they go through IP Training. When they have completed the training and passed the appropriate tests, the Team Leader of IP Training will note this in the IP Database.

  5. During this time the appropriate CCN Editor should liase with the IP Editor and together determine other data such as the Category (i.e. CCN Directory) that the IP's organization will fall into; what their directory and Home Page names should be; what the name of their private (and public, if so desired) mailing lists should be; what jumpkey name they would like, and another other information required for the IP Database.

  6. When all of the above have been completed, the appropriate CCN Editor can, from the IP Database, create the IP's Directory.

    [Note: the creation of an IP directory is done automatically by the system. On no account should one manually do so (i.e by going to the appropriate directory and manually creating a subdirectory with the appropriate name) since this will not achieve the desired end.

    This procedure creates a subdirectory which is editable by fn-edit (the principal CCN edit group that governs CCN directories) but which is not editable by by the IP group which is to install files there.]

  7. The IP Editor then can create and install files into this directory.

  8. When the IP Editor feels that their material is ready they should let the appropriate CCN Editor know.

  9. The CCN Editor should then examine the site bearing in mind the Editorial Policy to ensure that:

    1. The site complies with the CCN IP Agreement.

    2. The site complies with CCN Technical Guidelines (HTML coding should be correct; links must work, etc.

    3. The site complies with CCN Stylistic Guidelines (it includes an acknowledgment to CCN; it functions correctly and comprehensibly in Lynx; the IP Editors have considered employing the CCN button bar; etc.)

    Consult the Editorial Policy for details and keep abreast of discussions on such requirements in the Editors Listserver. If in doubt, send queries to Editors.

  10. If everything is fine in relation to these criteria, then the CCN Editor can create a link to the site on a CCN page.

  11. If there are any problems with the site, then these should be detailed in a note to the IP Editors. When appropriate amendments have been made the CCN Editor can take a second look at the site. Repeat as often as necessary.


Removal of Links

Once the site is linked to the CCN pages it should only be unlinked if:

  1. The are important breaches of the above criteria (violations of the IP Agreement; significant technical problems; incomprehensibility, etc.). In general you should consult with the Editor-in-Chief and/or the head of the IP Committee before taking such a step.

  2. The organization ceases to exist.

  3. A written request is sent to the office from the IPE1 and/or qualified representative of the organization, requesting that the link be removed (because, for instance, the organization is closing it down, or moving it to another server; etc.)


Closing Down Sites

In relation to closing down sites one should take the following steps after the IP Editors have finished everything they need to do with the materials:

  1. Remove any links to the site from any CCN pages (if necessary check with other CCN Editors to find possible cross-links).

  2. In the IPDB designate it's most recent status (moved, withdrawn, etc.).

  3. With the group editor, remove all the current editors of the site.

  4. Send a message to the CCN Operations Director asking that the directory be transferred to the control of the edit group fn-edit.

  5. Send a message to Mailing List Administration asking them to close down the ml-priv and ml-pub lists associated with the site (check in the IPDB to find out what these are and tell ml-admin this information).

  6. When control of the site has passed to fn-edit change the home page of the former site to become an appropriate re-direct or close-out page (if the IP Editors have not done so already) informing users who reach it what has become of the materials or organization.

  7. Remove all unnecessary other files including all unnecessary files in the /RCS directory.


Training of IP Editors

In relation to referring prospective IP Editors to IP Training:

  1. New editors (those who have not already been trained) of new IP Organizations are as a matter of course referred to IP Training.

  2. Editors who have already been through IP Training, if they are applying with another IP Organization, need not, (unless there is something to suggest that their proficiency with the CCN system is inadequate and training needs to be refreshed) repeat IP Training.

  3. New Editors being added to already existing IPs should, as a matter of course, be referred to their IPE1s who can help them learn the ropes of managing their websites. If they wish to go through IP Training they certainly may. Also if the CCN Editor and/or the Team Leader of IP Training feel that their obvious inexperience warrent this, they may be required to do so.

  4. In the case of people who wish to be added to an already existing IP as prospective IP Editors, it is the responsibility of the IPE1 of their Organizations to request (to ccn-ip) that they be added as IP Editors. After checking in the IPDB that the person making this request is actually the IPE1 of the organization in question, the CCN Editor makes this addition via the Group Editor.


Change of IP Editors

  1. At least on an interim basis (until the issue is resolved) when there is a change of IP Editors the CCN Editors must synchronize the majordomo ml-priv mailing list with the edit group. Read on for further details.

  2. In the case that an IPE1 has left an organization or for some reason is unable to discharge their functions, then a request from some signing officer of the IP Organization (president, v.p., secretary, director, chief administrator, etc.) is required to designate a new IPE1 and/or remove a current IPE1. If this information is not always available in the IPDB (it is for more recent applications) it is necessary to contact the CCN Office to ask them to locate the information in the files.


Monitoring Sites

The CCN Editor should, on a sporadic basis, check the sites of the IPs under their jurisdiction to make sure that there is nothing amiss in regard to the above criteria. If they perceive a problem they should consult with the Editor-in-Chief and/or the head of the IP Committee who can (if necessary) refer the issue to the CCN Policy Committee (ccn-pic) for a judgment.
